What is the Difference between the taillights of an 03 4dr focus and a 04 4dr focus??

Nothing! They are exactly the same!
No, all taillights 2000-2004 are interchangeable DEPENDING on which model focus you have, example, all SEDAN tails are interchangeable 2000-2004, all hatchback tails including the SVTF 2000-2004 are interchangeable. Same goes for the wagon......
the only diff between 2000 and 2001 is the fact 2000 has the turning signal and brake lights seperatly and after 01 they change it to brake+signal the same bulb. the housing is the exact same, just the function is different.

Got my new tail lights today and it said 00-03...that's why I asked the question

For the 04 the part where the indicator bulb goes in is plugged on the inside. The round brake becomes the indicator/stop.
It may be earlier than that for when Ford separated the functions. Oscar has a 2001 SE Sedan and his functions are split. Our 2001 SE Sedan has the dual-function tails.
it's like that on all model years from 2001 - 2004.

2 stage rear lights were added to the street editions first, then went into the complete Focus sedan model line ups......... they still used 3 stage lights but really the best way to know what you have in your tail lights is to undo the plastic screw things on the back of the tail lights and pull the light out and look to see if you have 2 stage or 3 stage lights.

My 2001 was 3 bulb but now that I'm "euro" it is five: brake, running, turn, reverse & fog.

lol 2001ZTS actually you are correct about the bulb holder on the euro tail lights ( the holder is white ) but really there is only one giant hole leading off to the smaller ones when you take the bulb holder out that is.
