Everybody knows that they can pull the plates. I wasn't saying that.
I just know that somebody would have posted something like that on local car sites. I just simply never saw anything about this. And this is tricity area, news spread out here faster AIDS in Africa.

the MTO has the legal right to pull plates off cars nick, they have to powers to pull random inspections on your car if they think it's unsafe. heck every year at most of the rest stops on the 400 durring the long weekends in summer they will direct drivers to inspection spots they set up there to get unsafe cars and trucks off the roads. they have news reports about it when they do this.

I had a small chat with a tow truck driver whos been assigned to do these with the cops and from he told me, they can check anything they want and if its not up to par they pull your plates right there and then they tow your car back to your house (at your own expense)...then you must fix everything and get it re-certified somewhere, then drive to the police station where THEY will have to certify it and THEN you may get your plates back, said he towed about 10 cars from Burlington last week
YA if this happens to me I can see myself being cuffed. I can only hope my Cuosin can bail me out lol.

I'm not sure I follow - - AFAIK you can do a lot of mods without disabling the safety or emissions systems.
