Actually I've seen some hoods similar to that here in North America (STEEDA) has a similar one. They definitely have very 'dramatic' exterior mods over in Europe.

That's the hood from the "titan" kit made by PSG.. and yikes that whole kit is pretty out-there.

And that baby isnt cheap either:

And that's a fiberglass hood too.
