That must be the case as but I imagine there would be a special alpha numeric prefix*. There are dealer and diplomatic plates of course but nothing special for test vehicles.

Is the Fiesta available as a diesel in Europe because meford4U mentioned that diesels may be coming sooner than people think (probably not in Fiesta form but my guess the Fiesta may have same TDI as a potential TDI Focus?). Maybe they were/are doing a test of some sort?

*They do this in some cases, ex/ PCJ = Provincial court judge.

Focus TDCi Sport - £16,000

Exciting performance and impressive economy... without compromise

A real contradiction, the Ford Focus TDCi Sport delivers the spirited, powerful and dynamic performance you expect from a petrol engine, whilst giving you the financial benefits of a diesel.

Employing second-generation common rail technology, the 115 PS 1.8-litre Duratorq TDCi engine provides new levels of refinement, 250 Nm torque and outstanding economy, without compromising on power and performance. There's also a unique transient 'overboost' feature, which automatically provides an extra burst of power when accelerating.

With the Ford Focus TDCi Sport you really get the best of both worlds: affordable motoring and outstanding performance.

i can't believe that thing is priced only £500 lower than the ST170

Mondeo ST TDCi from *£22,145

# 2.2-litre 155 PS TDCi diesel engine delivering 400Nm** of torque
# Max speed - 137 MPH
# 0-62 MPH - 8.7 seconds
# Combined F/E - 46.3 MPG
# CO2 - 161 g/km
# Euro emissions stage - III

that thing is also priced really close to the mondeo ST220. diesel must be way way cheaper than petrol over there to make those things good sellers

here in NJ diesel is MORE EXPENSIVE than petrol.. it just doesn't add up to have a diesel in the US right now..
Thanks for link, it was LHD and by elimination (of colours, wheels and number of doors) from your link most likely:
