Do you mean the A) spring held "catch" or do you mean B ) the European hood lock with key?
If A) yes
If B ) not in this part of the world. It can be installed if you buy both a European grill and lock tumbler but apparantly they freeze easily.
What was your last car? I never seen any make or model without a cable release (case A)) and I'm thinking back to my 1977 Plymouth.

I've got a euro hood lock with a ST170 grille. I'll let ya guys know how I handle the winter with it.
