Don't quote me, but it looks like it is just a way of grouping based on post count.
User groups:
Moderators
Assistant moderators
Locals - > 1000 posts
Active Members - > 100 posts
Members - > 25 posts
Lurker - < 25 posts
There should be a 3000+ and a 5000+ added
