Most states require a front plate :)
Cutting it is supposedly illegal too (here at least), because you're destroying property that isn't yours.. but I doubt they'd jump on that too much unless they woke up on the wrong side of the bed.

what do u mean? i clearly got pulled over for not having a front plate on my car, so he desided to check all my paper work....start talkin to me and he smelled some
thats y i don't drink at all any more
What else can I mean...Drinking and Driving is for F**k heads! My dad was killed by a drunk driver on the way to my hockey game when I was 17. It makes me sick.
