Man confesses to teen's murder, police say

The suspect in an Ottawa teenager's death came forward because he was overcome by guilt, say police.

Kevin Davis, 24, has been charged with first-degree murder in the Sept. 8, 2005 death of Jennifer Teague.

"Davis provided a full account of his murder of Jennifer Teague, including several details that would only be known to the killer," Ottawa Police Chief Vince Bevan told a news conference on Tuesday.

The 18-year-old Teague went missing and was found dead after leaving a late evening shift at a Wendy's restaurant. Her case sparked a national debate about the responsibility of employers to ensure that employees -- particularly female ones, get home safely when work ends after dark.

Teague's decomposing body was found by an off-duty police officer 10 days later near a parking lot, just off a wooded trail in the Hunt Club Rd.-Moodie Dr. area, less than 10 km from where she was last seen.

"Immediately after the disappearance of Jennifer Teague we canvassed the local neighbourhood to see if there were any obvious suspects that emerged, or gather any information that any of the local residents may have, and (Davis) was interviewed at that time," Bevan later told CTV Newsnet in an interview.

"Just in the past couple of weeks he's come back to the attention of police and yesterday, walked up to an off-duty police officer and essentially gave himself up."

Before that, Davis came to the attention of police when he was arrested June 9 for a drug-related incident in which he had been wandering through traffic naked.

At that time, however, he denied any involvement in Teague's case.

"He felt that the investigation was very close to him, and that he was about to be arrested," Bevan told Newsnet.

"He felt that sooner or later, with the investigation underway, that he would be found out."

After fist telling neighbors he was responsible, Davis encountered an off-duty police officer at a shopping area and confessed, he said.

While being questioned in front of a video camera, Davis said he came forward because he couldn't bear the guilt anymore, Bevan said.

The chief said it's believed that Davis had seen Teague in the neighbourbood, but he had "no relationship with her whatsoever -- and they would not have known one another to talk to each other."

Davis appeared in court and will make a video appearance on Friday.

Ed Teague, Jennifer's father, said: "It's almost 10 months. It's not over, but we finally have some answers."

He even took it as a sign from above.

"Now, maybe some of you are a little cynical about there being a God, but I'm am not " Teague said.

"And I know he listens to prayers when they are specific. And he answered this prayer. Someone came forward and confessed."
