That, and I would see warranty issues... the Canadian arm of the manufacturer won't want to pay for work to a vehicle they didn't sell.

I would imagine that in either case the car would be built there in the first place. This would be acceptable. The car would be built to Canadian standards, and they would be able to ship it into Canada just like any other car they make.
