The brokerage fee is the cost of having someone bring it across the line for you. The bigger shipping companies have people who do all the paper work and bill the company for every second of time spent plus every piece of paper, kind of like a lawyer and then they tack on a % for themselves as well. That's why I love living so close to the border and having friends in the US. Go down and pick it up and just pay taxes and duty bringing it back, hell sometimes they'll even bring it up for me if it's small enough, under $60 us.
