Do you have working driving lights and were they on? ie did you have at least one white light on each front corner?
The reason I'm asking is this:

R.S.O. 1990, c. H.8, s. 62 (1).Meaning, if you have white driving lights on the front of your car it doesn't matter if you have a burnt out headlight and you can fight it. As long as they can be seen from 150M away.
That's the law he's ticketing you for. Make sure you take a pic of the front of your car with just the fogs/driving lights on for proof.
