At the end of the day the government can expropriate land for whatever reason they want so long as fair market value is paid out. It could be for a hydro right of way, airport, expressway, subway, garbage dump whatever.

If they want to buy it and give it away to someone else that's up to them. The guy refusing to sell will no doubt get a better deal than guy it was expropriated from in the first place back in 1968.

As NOS said, it's 2005.
