When I put soap on it, it goes away but then it comes back, do I need a new one? or is there some other way to fix it.

They is some sort of spray you can get put that really just cures the symptoms not the disease also I think that was something you did with "old" cars. The belt does so much it may be worth replacing. Be re-assured that if it did break it would be inconvient for sure but not damage the engine as on some cars.

It can be put on in under 10 ( if you remember the routing ) seconds with the help of a pen.

if it took yer dealer and hour, find a new dealer.
