From my personal experience, WinME hated static page file sizes. I've only ever trusted that to a Windows NT-based box (2000, XP). My XP box has a static 2GB page file, for example.
I completely zoned on the anti-virus, but I had mentally excused it when he could burn CDs sucessfully.
Also, the only other thing that came to mind is that FAT32 will not address / access files larger than 4GB. When he mentioned DVDs, I considered that option - until he mentioned the working size of the DVD was like 50-100MB at times.
