Wouldn't a toilet brush (even new) risk scratching a painted wheel all to hell?
I use Eagle 1 Wax As U Dry on the wheels and microfibre cloths on mine.

I use a 3-M two-sided Scotch-brite pad for my rims ... the softer side for the outside finished area, and the more abrasive side for the inside of the rims.
Just slightly o/t ... after Watkins Glen I removed about a quarter pound of molten rubber stuck to the inside of each of my rims - not sure if it was from my tires or others, but it was awesome to see - scotch-brite pad took it right off lickety split.
